There will be a committee to evaluate and control assistance to companies

Through a new decree (347/2020), published today Monday in the Official bulletin, the Government ordered the creation of a committee that will evaluate and control the aid to companies that was established with the Emergency Assistance Program for Work and Production.

Baptized as the Evaluation and Monitoring Committee of the so-called program, it will be made up of the Ministers of Productive Development, Matías Kulfas; of Economy, Martín Guzmán; and Labor, Claudio Moroni, in addition to the head of the Federal Administration of Public Revenue, Mercedes Marcó del Pont.

Likewise, it was resolved that the companies that are within the so-called “essential” items, which were not contemplated in the original regulations, can also access the planned aid.

Although, in general terms, these sectors are still “excluded” from the benefits, article 4 of the previous decree (332/2020) was modified, adding that “without prejudice to this (that is, the exclusion), and taking into account special circumstances that would have caused a high negative impact on the development of their activity or service, the aforementioned subjects may submit the request to be achieved for the benefits provided for in this decree. “

Along these lines, the head of the Cabinet, after obtaining the opinion of the evaluation committee, may “accept or deny such requests.”

Committee functions

As established in the new decree, the evaluation and monitoring committee will have the following functions:

to. Define, based on technical criteria, the relevant facts that justify the inclusion of the beneficiary subjects in the criteria of Article 3 of Decree No. 332/20.

b. Judge, based on technical criteria and the definitions established in subsection a), regarding the situation of the different economic activities and recommend or advise against its inclusion in the criteria of article 3 of Decree No. 332/20.

c. Judge, based on technical criteria and the definitions established in subsection a), regarding specific requests that require special treatment and recommend or discourage their inclusion in the criteria of Article 3 of Decree No. 332/20.

d. Propose to the Chief of the Cabinet of Ministers all the measures he deems conducive in order to achieve greater efficiency in meeting the objectives of Decree No. 332/20.
