The General Customs Directorate (DGA) established new reference prices for the export of eight cuts of beef“A tool that allows detecting potential under-invoicing maneuvers,” the agency reported.

General resolution 5054 to be published this Thursday in the Official Gazette sets reference values ​​for the export of marlin, marucha, narrow steak, peceto, little turtle, buttock, which are added to those already in force for the sale abroad of 20 cuts of beef.

To move forward with the measure, Customs worked with representatives of the private sector and other agencies of the national State.

“We work together with other areas of the Government to identify illegal maneuvers that affect the tax revenue and that also add tensions on the exchange market, “said the head of Customs, Silvia Traverso.

Based on the analysis of different production complexes and industries, Customs began last year to reestablish reference values ​​and there are already 15 groups of products with control prices.

Why are the reference prices

The decision of the DGA to set reference values ​​not only seeks to dismantle possible maneuvers of tax evasion and abusive practices that affect the entry of foreign currency to the exchange market, but also provide clear rules for operators.

The decision to establish reference values ​​for meat is part of the policies adopted by the Government for the sector and joins the different control and inspection measures on meat packing plants and foreign trade implemented by the different AFIP dependencies such as the DGI and Customs.

At the end of May, the DGA denounced 19 meat processing plants that carried out fraudulent meat export operations and the total fines imposed by the agency reach an amount close to US $ 6 million.

Added to the measures ordered by Customs are the audits initiated by the DGI on the 150 largest meat processing plants in the country, where they were identified. underbilling maneuvers and / or non-declaration of operations in nine out of 10 of the controlled establishments.

The destination countries for beef exports for which the new reference prices were established are China, Japan, Hong Kong, Thailand, South Korea, the Philippines and Taiwan.

The regulations indicate that the reference values ​​offer “a first control of the declarations in safeguard of the fiscal interest” and that with this it is sought “to detect deviations with respect to the usual values ​​for identical or similar merchandise”.

What other products have reference prices

This definition adds to the reestablishment of another 15 product complexes for which reference values ​​have already been set since December 2019.

Reference values ​​were established for exports of lemons and limes, hides and skins, pears, apples, garlic, pork, perita tomato, concentrated must, blueberries, milk powder, onion, potato, raisins, sea bass and beef.

The reference values ​​are an instrument that had been dismantled during the previous government: in December 2015 there were more than 20 groups of products with reference values ​​but the previous government carried out a gradual dismantling until, in November 2017, it repealed the regulations that allowed them to be established, the DGA recalled.
