The wealth tax promoted by Kirchnerism reaches people who have assets of more than $ 200 million

The National Congress could have a super Wednesday tomorrow with sessions in both houses. The telematic sessions will start with consensual projects and with a single agenda: in the Senate, only twenty decrees of necessity and urgency will be debated, signed by Alberto Fernández and linked to the pandemic by COVID-19. In Deputies this afternoon there will be a Parliamentary Labor meeting and it will be defined if tomorrow there is finally a session and what would be the project to discuss. Neither Cristina Fernández neither Sergio Massa, holders of the Senate and Deputies respectively, want to jeopardize the start of the remote session system, neither technically nor politically. For this reason, and due to the legislative path that a tax law must follow, Kirchnerism delays the presentation of the project known as the wealth tax.

Who finished writing the initiative was the deputy of the Front of All Carlos Heller. To his original idea he added the requests of Max Kirchner, head of the block that integrates. Days ago both were summoned to the fifth presidential of Olivos where the president Alberto Fernández and the minister of Economy Martín Guzmán They asked both of them a series of questions about the scope of the project. “More or less like the questions you ask,” Heller replied to Infobae when he was asked to know what doubts the minister and the head of state had.

The text does not differ much from the draft that the Buenos Aires deputy has been talking about. It establishes, in case of being approved and converted into law, a tribute to declared personal property starting at $ 200 million. It starts with an aliquot of 2% that goes up to 0.50% and in some section of the scale it goes up by a quarter. The maximum to be paid would be 3.5% for those who have assets of more than $ 3,000 million. It would apply to people according to their sworn statements as of December 31 of last year.

The universe could be close to 11,300 people, although it could be paid by at least 11,000 and at most, it is estimated, about 12,000.

Lowering the floor was ruled out. “We chose the most reasonable equation,” he said of the relationship between the number of people reached and the amount to be raised. Including a band below three million dollars was equivalent to adding 19,000 people to the tribute (which made a total of 31,000) without it signifying a large volume of collection.

The final account would yield a collection of between $ 250,000 million and $ 300,000 million, some 3,500 and 4,000 million dollars, the equivalent of the budget expansion of the Chief of Staff to address the problems caused by the pandemic. Those funds, expressed in the arguments, would go exclusively to address health and social issues related to COVID-19, including also for SMEs, although it will also depend on the regulatory details established by the President.

The course in Congress will kick off when the wealth tax bill reaches the Entry Table. When legislating on a tax issue it cannot be about tables, so you will need a commission opinion and respect the regulatory deadlines. For this, it is necessary that in session the deputies approve the remote operation regulations that include the voting system in the precinct as well as in committee. Without that, no opinion is possible. This is one of the reasons why Heller will not send the initiative until after the first session. The second reason is to avoid burnout with previous discussions.

In principle, the project would be turned over to the Budget Committee, which is presided over precisely by Heller. Unless the Parliamentary Secretariat defined the need for another commission to be involved. In such a case there could be a virtual plenary, as has been the case so far.

Only after a debate and an opinion the project would go to the site.

The ruling party does not have its own quorum or majority, but it has already tested some allies and they believe they would have the votes for their approval. There is a majority in the Senate.
